背景
The ALAC/At-Large agrees with the approach of presenting the IFR and CSC amendments together. Given that both sets of amendments relate to oversight of the IANA Naming Function, consolidating them streamlines the Fundamental Bylaws amendment process and reflects a coherent and efficient approach to governance reform.参见 icann.org 中的公共评议
