Is your organization constituted so that participation by individual Internet users who are citizens or residents of countries within the Geographic Region in which your organization is based will predominate in your organization's operation? Yes. The Medienstadt Leipzig e.V. is a non for profit organisation (in German "eingetragener Verein") under German Law (Vereinsrecht). The Registration Number in the local Vereinsregister is DE 176 109 924 / LE-Register 95. The Medienstadt Leipzig e.V. operates under a legal statute (Vereinsstatut). According to its statutes, the Medienstadt Leipzig e.V. has individual members. Every citizen/resident, who supports the mission of the e.V., can become a member. 8. Describe your organization's constituents/membership (number, citizenship/ location, defining characteristic - e.g. profession for professional societies): The Medienstadt Leipzig e.V. is a "Bürgerverein" (Civil Society Organisation). It was established in 1989 as part of the East German revolution which started in the city of Leipzig. Its mission is to promote the development of the city of Leipzig towards the "Information Society". Its main activities are the promotion and initiation of cultural and scientific projects, related to the Internet and other media issues. The constituents of the e.V. are mainly engaged citizens, primarily from the academic sector. The e.V. has about 40 members. 9. Explain the eligibility requirements (if any) for your organization's constituents/membership (if you provide a written application for admission as a member, you may attach a copy): Every individual (citizen or resident) who supports the mission of the e.V. can become a member. The Board of the e.V. decides with a two third majority about the membership. The Board is elected for a three years term by the General Assembly. The Board has five members. 10. Describe your organization's structure (e.g. governing and decision-making bodies and processes): The Medienstadt Leipzig is governed by a Board (five members). The Board is elected by the General Assembly of the e.V. for a term of three years. 13. Does your organization commit to supporting its individual constituents' /membership's informed participation in ICANN? Yes. The Medienstadt Leipzig e.V. is involved in the activities of the ICANN Studienkreis. 14. Describe how your organization keeps its constituents/membership informed about, and enables them to participate in, decisions regarding issues of interest: By encouraging to participate in the events, organized by the e.V., mainly in the region. 15. Objectives 17. What is your organization's primary goal or mission (please attach any mission or policy statement for your organization, if in writing, or provide a URL, if posted): The mission of the e.V. is to support the transformation of the city of Leipzig into a "media city" by initiating and developing cultural and scientific projects. Since the end of the 1990s the Medienstadt Leipzig e.V. became the main driving force for the development of the Internet in the city by organising events like the annual Netd@ys and the Internet-Fiesta (in cooperation with the European Commission). The new slogan was "Media City Leipzig" in the 21st Century means "Internet City Leipzig". Part of this string of activities was the establishment of the ICANN Studienkreis. The 1st ICANN Studienkreis meeting took place in January 2001 in Leipzig and was organized by the Medienstadt Leipzig e.V. (five ICANN Directors participated in this meeting which was supported by DENIC and SWITCH). 18. What ICANN-related issues currently are of interest to your organization's constituents/membership: Freedom of expression and Privacy. The Medienstadt Leipzig e.V. organizes an annual Round Table on the World Press Freedom Day (May, 3rd) and discussed issues like Freedom in Cyberspace and Privacy Protection. If formed, will your organization commit to assisting the Regional At-Large Organization (RALO) for the region in which your organization is based in performing its function? Yes Prof. Wolfgang Kleinwächter, Member of the Board The Board of the Medienstadt Leipzig e.V. confirmed the application of its session in April 20,2006 and authorized Prof. Kleinwächter to act on behalf of the e.V. in all matters related to the At Large Community of ICANN.
