Description

  1. Is your organization constituted so that participation by individual Internet users who are citizens or residents of countries within the Geographic Region in which your organization is based will predominate in your organization's operation?
    At Large @ China has been committing itself to supporting the Chinese individual Internet users to participate in the Internet management and the discussion in the ICANN process, and promoting the healthy development of the Internet. At Large @ China is constituted so that the participation by the individual users is predominated in the organization?s operation.
  2. Describe your organization's constituents/membership (number, citizenship/location, defining characteristic - e.g. profession for professional societies):
    In accordance with the Charter of At Large @ China, the membership is open to all Chinese individual Internet users. Presently, all the members of At Large @ China are all citizens or residents of China, including technical experts, businessmen and academics.
  3. Explain the eligibility requirements (if any) for your organization's constituents/membership (if you provide a written application for admission as a member, you may attach a copy):
    There is no special eligibility requirements, provided that the candidate members accept the Charter of the Organization as well as the Organization's Membership Ethical Rules posted on the Organization's website http://www.al-china.org.cn.
  4. In what language/s does your organization conduct its business?
    Currently, At Large @ China mainly conducts its business in Chinese. Documents may be translated into English, if necessary.
  5. Provide support for the statement that your organization is self-supporting (by answering "yes" you confirm that it will not rely on ICANN for funding):
    In accordance with Charter of At Large @ China, the organization is self-supporting. It is financially supported by its membership fees and donations. Yes.
  6. Describe your organization's structure (e.g. governing and decision-making bodies and processes):
    At Large @ China are administered and put into effect by a Council, which is composed of 11 members elected by the Assembly of the members. The term of the Council is three years and is renewable. The Council shall elect the Chair and Vice Chair of the Organization. The term of office of the Chair and Vice Chair is two years and is renewable. The Council may, as the case maybe, invite observers among the persons in other Internet institutions.
    The Council Meeting is the highest authority of the Organization and shall have a quorum of seven members present necessary for decision thereof.
    The Council shall meet not less than twice yearly and otherwise when necessary on the initiative of the Chair of the Council or upon the request of at least 3 Council members.
    At Large @ China has a Secretariat to handle its day-to-day work under the leadership of the Council. The Secretariat is responsible, in particular, for implementing the decisions of the Council and acts as the communication channel between the Organization and its members.
  7. Does your organization commit to supporting its individual constituents'/membership's informed participation in ICANN?
    Yes. The Organization definitely commits itself to supporting its individual membership's informed participation in ICANN. In light of Charter of At Large @ China, the two main aims of the Organization are to encourage the discussion and study of the ICANN?s activities and issues as well as the policy development of the Internet and offer the individual Internet users a channel to be involved in the latest Internet development and participate in the ICANN?s global Internet activities and discussions respectively.
  8. Describe how your organization keeps its constituents/membership informed about, and enables them to participate in, decisions regarding issues of interest:
    At Large @ China has created its separate website on the Internet and opened a specific Internet Discussion Forum for its members, which is also open to non-members of the Organization. The website, the Internet Discussion Forum and email (through the members? mailing list) are the main tools for the Organization to communicate with its members. In addition, it also organizes from time to time conferences and events to inform and discuss on the issues about the development of the Internet.
    Generally, the Organization shall identify/introduce ICANN?s activities and issues of interest on its website and invite the members for discussion and suggestions which shall be reverted back to ICANN through the Asian-Pacific RALO. The decisions of ICANN regarding the relevant issues shall be in return fed back to its members by being posted on its website.

Objectives

  1. What is your organization's primary goal or mission (please attach any mission or policy statement for your organization, if in writing, or provide a URL, if posted):
    The primary goal of the Organization as described in Article 2 of the Bylaws is as follows:
    (1)to represent the interests and needs of Chinese Internet users and participate in the global Internet affairs;
    (2)to encourage the discussion and study of the activities and issues as well as the policy development of the Internet;
    (3)to foster a wider knowledge of the Internet, DNS and its management;
    (4)to strengthen the links between the individual Internet users, scholars and researchers as well as the Internet management organizations;
    (5)to offer to individual Internet users the channel and means to be informed the latest Internet development and participate in the global Internet activities and discussions;
    (6)to promote the establishment and operation of Asia-Pacific RALO.
    In order to achieve these aims, the Organization has inter alia the following task:

    (1)to identify/introduce such Internet management organizations as ICANN?s activities and issues for discussion and suggestions;
    (2)To organize or co-ordinate training courses and seminars related to the Internet;
    (3)To be involved in important activities and issues in the field of Internet network;
    (4)To cooperate with other Internet institutions to promote the healthy development of the Internet and the establishment and operation of Asia-Pacific RALO

  2. What ICANN-related issues currently are of interest to your organization's constituents/membership:
    The Organization has been closely watching the entire activities and issues of ICANN, and will actively organize its members to participate in the ICANN discussions and events.
  3. If formed, will your organization commit to assisting the Regional At-Large Organization (RALO) for the region in which your organization is based in performing its function?
    Yes. In order to achieve the aims of the Organization, the organization is committing to cooperating with other Internet institutions to establish Asia-Pacific RALO and assisting the RALO, once established, in performing its function.
